Mapuc, some time ago, I read an article what you're talking about. Theoretically, and technologically, it is possible, but financially and logistically, right now is unfeasable. Apparently, the concept is being studied. The idea is based on an aircraft carrier concept, but instead of a large flight deck, the top will be a large, open air park. Landing platforms for helicopters on back. Same kind of minimal deck structure for the bridge. I don't remember the details well, I don't even remember the magazine I saw it in.

Thank you for your answer. Guess its the same "ship" I have seen in different documentary.

As it was said it this program it will be huge and the price will be huge

So why not scale it down a bit and forget all about "airfield" and just have ordinary boats as they use to have.
Please do keep in mind, in my idea the "ship" I will not embark everyday maybe 2-4 times/month

And it will not run on oil or diesel or atomic power

The concept has been used in some ways, but with support from the govt. When Katrina hit, the area was flooded with workers. I sent about 10 guys there from NC to work. We were housed on a cruise ship. We had to pay for it, but the cost were about $20 day and that included food and about everything else a cruise ship offers. Overall, a great deal, because my bid base pricing per employee was about $80 for room and food. They even had dentist and medical office of sorts that provided free or cheap care. I know one of my workers said he got a few cavities filled at no charge and a cleaning to boot...thank you guys! I think the ship we stayed on was sent to house actual homeless people, but ended up being used for workers. It was a living city for all the time we were there.
