That's a very good suggestion, unfortunatly that's not it. I meant twelve shots for any plateform. If the Sea Hawk could fire that amount of ammo, the "jamming" would most likely be the same.

I've observed closely when it happened on a Perry FFG after 8 to 16 shots :
The Fire Control accept target assignment, but it refuses to load any more ammo, SM-2 or RGM-84. I've made a test scenario where there's just civilian ships and planes (no one firing back), and I've successfully fired all 36 SM-2s plus the 4 Harpoons and torpedo tubes, there wasn't any problems. I'm starting to think it has something to do with the total number of ammo expanded by all units on the map, maybe from any side.

I'll try digging into the doctrine files, and the database. Sometimes reseting some stuff remove glitches.
