JSGME issues

No thats the problem when I load the game (Clean install) and just to test it I just put those two mods to see if they work or if JSGME has an issue. Well when I load I do not see the open horizon. Thats why I screenshot my SH5 file folder to see if there is an issue. I dont get it because when I modded SH5 via Steam i never had an issue but for some sort of reason the DVD version doesn't like me.

Another question. Do i need to create a new save at dock then enable mods or enable mods start the campaign then save?
