you're right, it was the historic specs mod. Any idea why this causes this, or is it because this mod tries (not overly well) to emulate the turning dynamics of a water-craft?

It was not compatible with TDWs UI - settings were fighting each other
But worry not - the important parts of that mod were added to TDWs UI anyway
