I watched a panhandler who stood at the traffic light coming out of a store parking lot one day. At five o'clock on the dot a limo picked him up and he left. The next day, he was back in the same spot with his "Will work for food" sign.

That could have been some sort of punishment, or something similar.

I had seen similar Wolferz. The fella was panhandling in a strip mall parking lot. At 5 on the dot he jumped into his somewhat new LTD and drove off. It was a 9-5 job for him. At any rate, my county outlawed panhandling. They were getting aggressive at stop light and such. Chase you down as you enter a store. It was out of hand. I have not seen a panhandler since. Great law.

I won't give a beggar a dime.

I have a few charities that help the homeless that I contribute to.

My form of economic stimulus is tipping.

Show me someone working their butt off dealing them off their arm and I tip big. Too much according to The Frau. But I like to help people who are helping themselves.

But someone begging on a corner. Not a dime. I am sure that statistically there must be a legitimate beggar that really needs the money to buy food. But unfortunately, the odds of that are rather long.

As with many things in life, the bad people ruin and hurt it for the good people.

If anyone is unlucky enough to be in our nation's capital; crikey it is like running a gauntlet. And if you try to push your way past them, they will be the first ones to call the cops and sue you for "injuries" so you spend a lot of your time walking around them. Great.

A nice romantic walk in the evening by the memorials with your bestest by your side? Not a chance. They are on you like white on rice.

But then I am a bad person.

I do not follow the "dealing the off their arm" part.What exactly are you referring to?

See each server almost always has more than one table what if they serve you well but ignore others?

I have observed this before where a server more or less ignored tables and only did well for one table.In that case my tip would reflect their neglect even if I was the table getting the most attention.

Of course a server has a job a person begging does not so nor does a homeless person I do not make the connection you have made.

Anyway the scam beggers and the eer honest ones are getting money other wise they would find some other means to acquire money.People do not bother to do things that bear no fruit.

"Dealing them off the arm" is a slang for what waiters and waitresses do.

It is from the seemingly impossible task of balancing about 500 hot dishes on one arm and then with the other, handing out the dishes. An analogy to dealing cards from a deck.

If you want to help someone less fortunate you can buy a 'suspended coffee' (other food/drink also available).

You go to $tarbuck$ or wherever you go, buy your drink and buy a second one to be redeemed at some point in the future by a complete stranger.

Those that are needy will get a hot drink but no cash to spend on booze or drugs.

Sad but true.

Begging in the UK is illegal under the Vagrancy Act of 1824, however it does not carry a jail sentence and is not well enforced in many cities, although since the Act applies in all public places it is enforced more frequently on public transport.
