I am running TMO w OTC w RSRDC. I have added some extra ships to the random campaign. I have to questions. #1 - What does it mean when a ship cannot be located in the " platforms library "? #2 - Can I change the ship classes in the random campaigns for tankers to " generic tankers rather than specific classes without screwing them up?

Not exactly sure what you mean. If you added extra ships made by others, you may not have all the proper files installed or they're not listed in the museum, which will crash the museum, but work fine in the game.
If you want to change a ship in a group with RSRD, don't do it with the mis. editor, do it with notepad. If you go to the Sh4 mission design forum Peabody has several post explaining it rather well. Best not to mess with RSRD mis files unless you understand how lurker did it, but it's easily done with notepad. I've added about 12. Don't forget the Nagato. I'm not at a PC with SH4 files to refresh myself, but as I recall, if you want a generic to replace a certain ship, don't include the class line, just enter the type number.
For instance, if a certain unit in the group, say a merchant, you'll see a line like Class= {actual type,} Delete the class line, then it will pick a generic. Then you'll see the a line, Type=101 Just enter the correct number for type, which I think is 101 for tankers, 102 for merchants, 103, for PS, etc. but you can find and compare another file to get correct type numbers. Hope that makes sense. Delete Class line, enter correct Type, adjust other values as needed, cargo, crew rating, if you so desire.
