Well, perhaps, but he obviously didn't know sailors very well. It reminds of the legendary exchange between a Wren senior officer and an RN admiral during the war over relationships:

Wren - Don't worry, Sir, my girls have got it up here.

Admiral - I don't care where they've got it, my sailors will find it.
