Wave height and its shape is also defined in sim.cfg... look above.

So even with the strongest winds the game allows, the waves should only be roughly 6 to 11 feet tall, which isn't much for the ocean going vessels in the game.

Ocean. Wave height, depending on the wind ... and the length of the acceleration path of the wave:
