I have a similar issue, described in this thread. Unfortunately, the issue remains unsolved.
for me, this only happens with friendly contacts, and only when surfaced. So far, all enemy contacts were reported on time, and TC droped to real time. But once I collided with the resupply ship because my watch crew didn't report seeing it. I was only at x32 TC, but still failed to avoid collision.

add the mod Speech fixes and additions and see if that fixes it .

Thanks for the info....will try it out. I've decided to do a fresh clean install of SH5...my only campaign is only to jan 40 ....so I dont feel Im too invested in it (besides the many hours of playing). The reason is I've improperly installed some MODS in the order they need to be in (OH2) and would have to restart my campaign anyway. Sober ..im going to use your list to try and figure out which order is correct. (what the heck is Green spinning thing
