I docked in Kiel without any issues with OH II 1.8 too.

Loading the next mission gave me CTD.

I for myself skip the tutorial.

Just tested and again it worked for me

I did a save load when getting back to Kiel (I always check I can speak to the upgrade officer. if I can't, I save/load)

When I skip the tutorial all works fine.

As I tried to play the tut as suggested by uekel I get the CTD.

I ever skip it now.

PS Next time I will try the save/load, maybe I've forgotten.
