It was for make difficult use the gun in RUB and for realism.
the boats has a tower magazine with 20 or 30 shells that was very easy to use for reload the gun, perhaps 5 seconds more or less, once it was expended, the shells have to be carried from the inside of the boat. I rolled back to 10 secons because my crew is very well trained and they can made a chain between the magazine and the gun in the deck very kick :|\
