They are in game, and will dive if they spot you, but I don't think they take aggressive action. I know someone was trying to get torpedo planes to attack and they would drop the fish, but I think they ran into trouble with torpedo speed, and direction keeping problems problems, and then issues with moving targets too or something to that effect. I'll see if I can find the thread, which will explain it out in detail.
