Climb down the ladder, walk across the deck and click on the Deck Gun. Or tell your Watch Officer to man the Deck Gun, point your binocs at a target and press spacebar.

Or click the Teleport button from one of your officers on the officer bar and teleport to the Deck Gun if you're using NewUI 6.8.0.

You can basically forget everything in the manual the game came with. It either was always wrong or has changed by now.
