Crew do not wear their wet weather gear during a storm

well, a few replies but unfortunatley not one of these has helped me. even sending my crew below or changing them 1 by 1 has no effect what so ever.

The Kaleun had been sure relaxing the uniform regulations was a good idea at first, but he was getting more and more concerned about Matrosenobergefreiter Lube....
