It's not possible to mod the game to make it run on lesser equipment. I'm afraid an equipment upgrade is the only way.

Welcome aboard
 Even if you could get it to run on that OS the processor and graphics probably would be up to it, so save your cash buy a new machine. If you're after something that could run SH3 then the secondhand market is your place, but if you want SH3 and then possibly 4 or 5, along with some other more modern games then plumping for something new is your best bet. Whichever route, good luck

If money is really tight, check with a computer repair shop and see if they have a used machine that runs on XP or Vista that is for sale cheap.
