I think this goes further. We men have a RIGHT to not only stare at boobies but have a right to have a supply of appropriate (non avian) boobies to stare at.
The government must step in and require women with nice jumblies to go around topless as part of a comprehensive men's health plan. Naturally exemptions would have to be made. At last healthcare reform I can get my hands aroun...no (that's not right) that I can get my teeth int...no...(that's not right either)... Health care reform I can approve of. (phew)

I can only reference MY point of view on this, but staring on boobies does NOT lower my blood pressure nor reduce my heart rate. Actually, based on empirical observation, there is often evidence that my blood pressure .... rises.
 I think more research is called for.
