The red semi circle showing the british coastal waters objective area is a guide only. The actual area to patrol is either side of the red line from the british coast and past the line to the east .

I cannot dock at my base . Thats probably because your base has been moved but they forgot to tell you . Look around for the sub icon .
This is your base .

Set a waypoint to the blue B icon, and then carefully explore for the start location....After all, they are FIB agents they have to be secretive.
