Not neccessarily if your being filtered at the ISP level or upstream provider. Although i suppose you could try proxies, unless the mechanism they choose to use is a professional filtering company that actively find and block proxy sites as well. In which case, any proxy site you might choose to use, won't be around very long. Maybe a day or two at best.
