Seems you got a free downstream boost. The reason is probably that all the other UK ISPs are boosting too.
The reason your upstream stays the same is cause upstream is far more expensive for ISPs. The 2mbit is definatly not from your modem to you system, if you have an network card your PC-> Modem will will follow the speed of that (eg 10mbit or 100mb or 1gbit) If you have your modem on an USB1 port iit will do 12mbit and on USB2 the modem sets the limit, most DSL/Cable modems maxes out around 40MBps
