Not at all, most ships would sink with just one torpedo, check history, Otto Kretschmer had a "one ship, one torpedo" philosophy!

That will help with the various ship zones but adjusting the Torpedo file makes more sense, could some modder reading this try modding the file and give some tests, I'm sure there would be plenty of volunteers!
![]() S3D won't work I believe so the file would have to be edited with a hex editor.

The question was how many torpedoes does it take to sink a large warship or carrier. I think a careful reading will show that those took a lot more than one.
