Nope the explanation was in Takao's post.

Batteries deliver electricity through a chemical reaction. Heating the electrolyte would speed up the chemical reaction involved which, in turn, allows the battery to deliver more energy and power. This is particulary important for a torpedo since the batteries are discharged very quickly and must deliver very high peak currents.

Preheating batteries (to 38-40° deg) was the norm, rather than the exception unless the torpedo had to be fired on very short notice.
