After seeing what's been so far, I'm confident that it's technically possible to replicate the crew management from earlier games. The problem is it would be a monumental undertaking.

Something along the lines of a custom page with the crew on it, then tie that into the various components of the ship's performance. Even before that though you'd need to work out exactly how you'd want it to work since there's really nothing in the current game like the previous that I've seen working.

It's possible, but I wouldn't expect it anytime soon.
