help can not connect UBI server

Ha, I can figure out where is the probem. Now I can connect the server via TOR proxy. I am still very interested on if http://static3.cdn.ubi.com is banned by Fxcking goverment

. If no (I hope) I need to inquire local ADSL operator. So my Q now is if other player in China has same problem?
