The game will tell you you're out of fuel well before you actually run out. Whether this is a bug or not is hard to tell.
It's often best to cruise at 1/3rd or even less when the destination is far. It does rain inside the U-boat bunkers. All these things are SH3 problems. Nothing to do with RUb.
