I'm using an ATI card, but I solved all my frame rate issues by turn V-sync off, and also turning it off in catalyst control... I left shadows and everything else on high.

Somewhere alongside your boat, you'll find an officer. When you click to talk to him it will give you the option to begin your mission. Now for the next part that completely lost me. When it shows the short video of the map, don't exit the map (like I did three times) and wonder why your not in your sub ready to go. After the video, the map will be there, and you have to look for a dark circle (it's small) with a cross in it. There are more than one, and you click on the one you want to start. Then... you're in your boat! An actual tutorial would have really helped IMO.
