China is rather heavy-handed with its ELINT methods, isn't it?

Besides, you nuke Beijing, they'll nuke Washington, and so on and so forth, China can swallow a nuclear attack because of its sheer size and population size. Sure, it'd cause chaos and probably an overthrowing of the Chinese government and perhaps a fracturing of the nation back into several parts.
The US on the other hand...with all of its major cities gone would not be in a much better state, massive population loss, a total restructuring of the nation back from a technological state to a agricultural state, although the government and order would probably be more likely to survive.
The biggest winner...probably Russia. Unless Beijing threw some at Moscow too, which I wouldn't put it past them, they're not exactly best of friends at the best of times.
