Wasn't it set for that outcome from the very beginning on...?
Considering what goals were on the agenda at the start, Copenhagen is totally overestimated - even if it would have acchieved all objectives. Or as a german critic had written: the summit is not about doing as much as is needed, but to do as little as possible, and selling that as a great acchievement at home. Copenhagen means nothing.
