These are fun. I've hit Scapa Flow and Gibratlar, which is much more heavily patrolled with ASW craft than Scapa Flow. If you sneak in at PD, silent running, you can get in and out fairly easily. What I do is park under an anchored ship (one that I don't plan on sinking.) Pop out, fire, then creep back under the anchored ship to reload while the Flower covettes run amok trying to DC you, lights blazing.
I haven't found harbor raids to be suicidal...just unrealistic. I think that's the major criticism of them. I only know of one U-boat harbor raid, I don't think any more happened before or after that. But, if you are ok sacrificing some realism for some fun and a few more kill pennants, go for it. Good luck in Gibraltar...I found it much more challenging than Scapa, due to the regular traffic through the Straits.

Its extremely fun in a IID. Had a couple depth charges from a ASW trawler explode right next to my sub, but it just tossed my sub around and coused very minor damage! Those little guys are tough! I believe they were actually sent out to hunt destroyers....
