yes ,this is happening if you are near the shore (to the direction of the shore)
note that maybe you don't see the shore but if you are near the game's engine 'see' it.

OK...I was in the fjord just south-west of Narvik, after sinking the Warspite. Shore very close on both sides...so that explains it.
