I don't know about getting an excellent, apparently it can be passed though. Check out this thread below. I have never tried the flak exam. When my crew sights planes my strategy is AAAAALLLLLLLLLAAAAAARRRMMMM!!!

You won't get an excellent grade if aircraft crash into each other...only if you shoot them down. The game treats it just like when you call for air support in the campaign.

It is doable but only in extremely rare cases because the planes have been 'beefed' up a little and your ammo is limited.
