Photoshop CS4 here. The new 3D features make skinning very easy as you can load up the 3D model to Photoshop and paint directly to the model if you want to. Also, you can add effects to the skin in realtime, reflections etc.
But then again, buying PSCS4 just for skinning is a waste of money.
