I've heard it said that the weather 'rolls a die' randomly after a set amount of time, and it can A) Get worse, B) Get better, or C) Stay the same. If it's already at its worst (or best) it has a 2/3 chance of staying that way, instead of the 1/3 of doing any of the above. And, as said, that it resets every time you reload the game.
Don't know that it's true, but I've also heard some complain that it stays perfect for weeks on end sometimes as well, so that seems the likely explanation.

Well I let the patrol run and only reloaded once more, the best the weather got was 1 day of wind at 9ms and eventually it rained after 2 months, but after 3 months of the weather being as aforementioned I give up and will restart the patrol and see if that helps
