The few who actually did that were not very popular among their own crew and other captains. In fact I think Hitler himself issued orders not to attack survivors from sinking ships, believe it or not.

one u-boat commander (and the only one) to be tried for war crimes during ww2
was for exactly this reason.
i cant remember his name but he sunk the debris/rafts after the ship sunk...to protect his boat..as any aircraft that saw the debri would know a u-boat was in the area.
he was excecuted after the war.
strangely..during the pacific war....an american submarine commander riddled the rafts of a sunken ship that was full of japanese troops.....killing them all.
his theory: that these men would rejoin the war effort when rescued.
his punishment?: a commondation and the backing of his superiors.
