U-Boat 1.2 not installing??

I added the U-Boat 1.2 for GWX 2.0 (IO) to the MODS folders under Program Files/ubisoft/silenthunter111/. The U-Boat mod (labeled properly as U-Boat for GWX 2.0 (IO), shows up on the JSMGE enabler, I flip it over to the activate side, and nothing happens.

Any suggestions are welcome!
