I dont know how to tell how much TC I'm useing but I do do it while under repair if it will go...

Well if you use TC while waiting on the crew to fix things watch it if you have to dive for I noticed in your post that you have an 18% hull damage. Doesn't look like much but a fast TC and you may meet "Davey Jones".
