mod enabler doesn't work?

i got the SH4 patched. (and i'm no idiot, i played SHIII and was fine a long time). now i play on SH4 on Vista

and desided to go4 the mod enabler. downloaded a couple of mods (like the true dimentions of ships - i'm po'd at the total lack of length of targets in recognition manual and the lack of total mods for the recognition manual.) i enable those mods. it shows them activated. i goto game and it seems they're not working. wtf? canya help?
