Default A crew management question

When I'm patrolling in my VIIC I usually fully staff the engine room and keep the relief crew for them in the stern quarters. That way when fatigue levels drop I'll always have a fresh crew to man the engines. The bow quarters are kept strictly for the watch, command and torpedo grunts and rotated. Everything is fine.

Occasionally though on a patrol (tonight being one of them) the engine crew act a bit thick. When I went to periscope depth 3 of the petty officers decided not to join their comrades in the electric engine room and as a result theres no speed. I dragged them in by their ears and left it at that. When I surfaced the same crap happened again. The 3 heroes are still in the electric room when they should be in the diesel. This went on for the whole patrol. No problems when I relieved them and put in the next crew, smooth transition from diesel to elec everytime. When the first crew went back in it all began again. Slacking

It got really irritating when a plane surprised me and I had to crash dive. I was wallowing at a depth of about 15m and 0 knots and the engineer telling me theres not enough crew in the electic engines! They're gonna get me killed!

It doesnt happen in every patrol but I'd like to figure out what causes it. Any ideas?
