[REL] S18 Early AA Conning Tower

Nothing new, just some folks coulden't find this as it was included
with another mod and diden't get listed in the mods thread.

S18 Early AA Conning Tower Mod v1.1a (1.2 compatible)

Based on an idea from elanaiba

Install with JSGME

(this makes the upgraded conning tower avail from the start so early s18 patrols
