TweekSUB Question

So First off I use TGW1.1a with SH3 Commander and i use TweekSub, just started using it. I've read in some other posts about TweekSUB that you can add more torpedo storage room. But i can seem to get it to work. Could someone explain it to me?

O yeah another question, my current rank is Fregattenkaptin, Rank 14. Can i get promoted to Full Kaptin, Rank 15? Ive read that you can edit the text files but they only say how to promote urself to Rank 14.
