[REQ] Torpedo tweak file

This goes mainly for NVdrifter and the amazing work he has already done

... but would love to see a tweak file for the torps ... tweaking a torpedo to go 60 knots is so far from reality as could be ... i do love to get it as real as it can get ... but i do also love to fool around doing crazy stuff like getting my torps swim REALLY fast and cause a huge explosion on my target ... had a blast seeing my targets in SHIII fly 60 feet up in the air from the impact of my torps

... totally unrealistic but damn it´s fun
