Why no credit for reaching patrol area?

During the campaign i have noticed that you have about a 50% chance of NOT getting credit for reaching your assigned patrol area.

I was assigned to patrol the Jawa sea and went right into the area of the little patrol star, then sailed right into the center of it several times... sank about 30,000 tons of metchants in the Jawa sea

but still the mission was labeled as INCOMPLETE

about the 4th or 5th time something like this has happened.

WTF?

Oh and one other thing.... dropped off the spy at the island he got about 500 feet from the boat, flipped over and sank and the mission was "COMPLETE"
