SH3 Commander makes NYGM 2.2 freeze on load

I am running out of options.

I tried on a fresh install and patch 1.4b

Install SH3C 2.6.1
Install JGSME
Unzip NYGM 2.0 to mods folder
Unzlip NYGM 2.2 Update Version to mods folder
delete SH3 commander randomize1939-1945.cfg files from SH3 commander's CFG dir, leaving just randomize.cfg there
Enable NYGM 2.0, NYGM 2.2 and then SH3 Commander Optional Files with JGSME

Adjusting settings in SH3C options as dictated by NYGM 2.2 readme

Launch SH3 via SH3C. See menu screen. Select career and load it. Wait for load bar to hit 50% and the game dies. Every. Single. Time.

If I do not use SH3C no problem.

If I use SH3C on vanilla SH3 1.4b no problem.
