Default Question about special abilities

If you have a commander whose ability is flak gun, is it the same as if the specific crew member had flak gun ability?

In other words, will normal crew member with flak gun commander shoot as good as flak gun crew member with not flak gun commander? Is there a difference? Because I had flak gun commander with normal crew member shooting and he was like missing every shot…

Also, thanks for all the answers on my previous post, I downloaded KC succesfully and it’s great!
