Fuel is such a major part for Hamas because this is how they operate their tunnels, as long as they have them their leaders and soldiers can be in relative safety, as the IDF can't attack the tunnels that well.
As soon as fuel actually runs out the generators that give fresh air to the tunnels will run out, that will force many Hamas fighters and leaders to go outside the tunnels - into the bombs of the IDF.
