Empty harbors

I'm running rub 1.4 w/ cmndr 2.6(I think) and harbor traffic mod. Late 1939 and have visted harbors on the west side of britian to find them all empty! Then I even tried scapa to find it ....empty!

My guess is that while the mod enabler says the HT mod is enabled I don't think it is. Any help or suggestions?

This will be my last partol in the type II: tryin to get enough reknown for the VII and the crew to man her!
