You "call in an airstrike" by sending a contact report, while your TDC is locked on the target in question. At least that's the way I did it; it helps to be close to friendly shores, too. The on e time I've actually seen it work, I was rounding the cape of Denmark, and did it as described above. Not sure if you have to do it that way, but that's the way I've seen it work.
