Paint scheme problem in campaign

I like Balao class with the MS32 blue paint scheme like the SS-287 in Pearl Harbour. So I switched to Balao class as soon as possible in late Feb. 1943, only to found it was using a MS9 black paint scheme, which is soooo ugly! Then I googled why it's black, turns out the blue paint (MS32) wasn't invented until 1944. So fine! If that's a part of the history, so be it. But now, June 1945, WWII is nearly end, my sub is still in UGLY BLACK! Where is the goddamn automatic upgrade? I saw someone on Youtube got this paint scheme upgrade in Nov. 1944, where is mine? Is this other damn BUG? How to fix it?
