[REL] Twin 40mm Bofors - Mark 28 TMO

Spent a little bit of time tinkering with the Twin 40mm Bofors and managed to get it to work reasonably well so I decided to release it. I also added the Mark 28 torpedo because I couldn't find the original mod on subsim and figured fleet boat captains would appreciate a proper acoustic torpedo. Let me know if you have any issues.

It is designed for TMO and RSRDC, but I will be working on GFO and RFB versions soon.

Update: Fixed Weapon descriptions and Twin Bofors reload rate.
