Not familiar with all of your mods, but I recall reading years ago that widescreen mods that use d3d.dll or something similar have to compromise and the disabling of the F11 key is the price paid for widescreen resolution. However, I am using the LSH2015 mod in widescreen and my F11 key still works. You could try using a key mapper utility to get your flak gun back.
