Its a compressed file, any decompression software will open it. Winrar, winzip 7zip etc all work. I use winrar myself since the trial version never stops working (had it on "trial" basis for 8 years lol)

Basically just download winrar and install it. Then use it to extract JSGME. You will need this kind of software anyway for the mods themselves as they too are all in compressed formats and need extracting.
